Four moves

claim → evidence → opposing view → answer. The moves are not always in this order, so read the signals.

Signals

Opposing views: Critics argue, Some people claim, It is often said. The writer's answer: However, Yet, Nevertheless.

Implied attitude

Evaluative words (welcome, sensible), so-called, quotation marks and promise-versus-result contrasts reveal the writer's view.
